Care Label Requirements for the US and EU: A Supplier's Checklist
Short answer: in the US, most apparel must carry care instructions (FTC Care Labeling Rule, 16 CFR Part 423), fiber content, country of origin and the maker's identity or RN number. In the EU, fiber composition wording is mandatory under Regulation (EU) No 1007/2011, in the language of the member state where the garment is sold; care symbols are voluntary but expected, following ISO 3758. The label maker prints it — the brand or importer owns the content.
United States requirements
Three federal rules shape a US garment label:
- Care Labeling Rule (16 CFR Part 423) — most textile wearing apparel needs a permanent, legible care label with washing or drycleaning instructions that stay readable for the garment's useful life.
- Textile Fiber Products Identification Act (16 CFR Part 303) — generic fiber names and percentages by weight, e.g. "80% Cotton 20% Polyester".
- Country of origin & identity — "Made in …" plus the manufacturer, importer or dealer name, or their registered RN number.
European Union requirements
- Regulation (EU) No 1007/2011 — fiber composition must be labelled with the regulation's fiber names, durable, legible and in the official language(s) of the member state of sale. Multi-country collections usually go multi-language.
- Care symbols are voluntary — there is no EU-wide legal care-symbol requirement, but retailers and buyers expect them. The common set follows ISO 3758, and the familiar five-symbol system is managed by GINETEX under trademark license.
- Origin marking — not harmonized EU-wide for textiles; some member states and buyers have their own expectations. Confirm with the importer.

- 1. Fiber content confirmed — from the fabric mill's spec, not from memory; percentages add to 100.
- 2. Care process verified — symbols and wording match what the garment actually survives (wash tests, not guesses).
- 3. Languages match the markets — one panel per language, or a multi-panel label.
- 4. Identity & origin present — RN or company name for the US; importer details as the EU market expects.
- 5. Size and readability — the smallest type must stay legible after cutting, folding and one wash cycle.

Who is responsible for the label content?
